Consider three-agency systems instead of fire-based EMS. Austin has 3 distinct city public safety agencies for fire, police, and EMS.

Interactive learning environment.

Not integrating emegency management into the practical exercises through the sccenarios. We joined of our own accord to be included but didn't have preassigned roles.

Being able to tweak some of the content to be applicable to the jurisidiction that the course is being conducted in. At minimum taking into consider state laws which are applicable to jurisdiction issues.
