# C3 Pathways > C3 Pathways, Inc. is the developer of the Active Shooter Incident Management (ASIM) framework — endorsed by the National Tactical Officers Association (NTOA) as the national standard — and a provider of public safety simulation and incident-management software. Through its NCIER training division, C3 Pathways has trained over 34,026 first responders across law enforcement, fire, EMS, and emergency management nationwide. C3 Pathways builds the simulations and software used to prepare for and manage multi-agency response to active shooter and active threat incidents.
